Benchmarking in International Criminal Justice: Feasibility or Fiction?
On behalf of the International Nuremberg Principles Academy (Nuremberg Academy) and the Hague Institute for Innovation of Law (Hiil), we would like to invite you to take part in the panel discussion at our side event during the 20th session of the Assembly of States Parties (ASP) to the Rome Statute, which will take place on 7 December 2021, at 1pm (CET).

In 2021, the project partners, and in part in collaboration with the Pontificia Universidad Javeriana in Bogota, Colombia, concluded a feasibility study to assess whether establishing benchmarks for international criminal justice is an achievable task and if so, how would these benchmarks look like. The conclusion of the study is positive – creating such benchmarks would be possible and would certainly be needed in the field of international criminal law (ICL) and wider international criminal justice.

The event will be an expert symposium comprising of two parts. The first part will reflect on the project throughout 2018 and 2021. It will highlight the project objectives, achievements, and limitations..

The second part of the symposium will look at the relevance of this project to the broader question of effectiveness, efficiency, and International Criminal Court (ICC)’s work, IER’s (independent expert report of 30 September 2020) recommendations in reflecting on the key performance indicators and wider debate of goal setting and tangible result displayed in the field of international criminal law but also wider debate in international criminal justice. The core question for the second part of the symposium is to dissect further challenges related to benchmarking in international criminal justice and ICL and highlight ways forward towards addressing these challenges.
